The Craptacular Jughandle

Anyone know this character? I just finished the Craptacular B-Sides mini series, and I thought this character was awesome. He can "step outside" the timestream into a jughandle - that's a loop used to turn around off of small major roads, popular in New Jersey, Pennsylvania, and other states. The character would be a great addition to the current Marvel Universe. In fact, I wouldn't be surprised if he turned out to be the new Night Thrasher...
